I'm the procurement manager for a 60-person commercial real estate services firm, and I've overseen roughly $180,000 in annual lighting-related spend for the past six years. That number includes fixtures, controls, replacement parts, and the electricians who install them.

Most lighting disasters I've seen weren't caused by bad products. They were caused by vague specs, rushed decisions, and hidden electrical work that nobody priced until after the purchase order was signed.

So I use a simple 7-step checklist before I approve any lighting purchase. This is not the checklist my electrical engineer uses. This is the one I use as the person who signs the checks.

Step 1: Separate Infrastructure from Statements

Before you look at any product catalog, walk every space and decide what the lighting is actually for. Task lighting and path lighting are infrastructure. Decorative lighting is a statement. They come from different budgets and different decision criteria.

In Q1 2024, we relit the lobby of one of our buildings. The corridor and back-of-house areas needed solid LED downlights and strip lights, nothing more. But the main lobby was a different conversation entirely. The ownership team wanted a chandelier that would carry the room, and that decision had nothing to do with lumens per watt.

When you separate these two categories early, you stop comparing a $400 architectural fixture against a $4,000 decorative fixture. They do different jobs. You also stop accidentally over-specifying utility areas.

Step 2: Put Controls In the Spec Before the Fixtures

This is the step most people skip, and it's the one that costs the most money later. Controls are not an afterthought. They should be decided before the fixture list is finalized.

For exterior lighting, I look closely at photocontrols. The DTL Acuity Brands dark to light photocontrols are the ones I've used most often. DTL means exactly what it sounds like: the control turns the light on when it gets dark and turns it off when daylight returns. For a parking lot or a building perimeter, that's usually better than a fixed time clock, because it tracks actual sunset and sunrise instead of the date.

A per-fixture DTL photocontrol typically runs $20 to $45 depending on the form factor and quantity. That's a small line item. But if you don't put it in the spec, one of two things happens: either the contractor adds it as a change order later, or you end up with uncontrolled fixtures burning all night and paying for it on every single utility bill.

Ask for a simple controls matrix: which zones, which fixtures, which control method, and what the expected behavior is after dark. If a vendor can't tell you how the lights will behave at 4 p.m. in December, they haven't thought the project through.

Step 3: Price the Electrical Work While It's Still a Drawing

Most lighting projects include at least one electrical change that nobody budgeted for. The most common one I see is relocating a switch. In my experience, when someone asks how to move a light switch to a different wall, the real question is what it costs and why it costs that much.

Moving a switch isn't complicated for a licensed electrician, but it isn't just a switch either. The old box has to be dealt with, new cable has to be run, a new box gets cut in, then the wall gets patched and repainted. In our area, a straightforward switch relocation runs roughly $250 to $500. Add a second switch or a 3-way setup and it goes up from there. Luxury fixtures also affect the installation cost: a heavier decorative chandelier may require a structural anchor, and that's a separate trade entirely.

The lesson I've learned the hard way: walk the walls before you send out the request for quote. If a switch needs to move, put it in the RFQ. A $400 item buried in the original quote is annoying. The same $400 as a change order after the drywall is closed is worse, and it delays the whole project.

Step 4: Evaluate Decorative Chandeliers on Lifetime Cost, Not Just Price

Yes, this is a lighting procurement checklist, and yes, I do buy chandeliers sometimes. They are part of hospitality and common-area lighting budgets.

Here's where I keep my personal bias in check. When I see a project with a Baccarat chandelier or a Capodimonte chandelier on the schedule, I don't negotiate on the basis of the initial quote. I calculate the lifetime cost: cleaning, insurance, replacement parts, and the labor required to handle a fragile piece properly.

A Capodimonte chandelier is porcelain, often with hand-painted details and flowers. It's beautiful, but porcelain chips. A Baccarat chandelier is heavy crystal, which means the mounting point and ceiling structure matter a lot. If a decorative fixture fails or gets damaged during installation, the replacement cost is not a line item you want to argue about later. That's exactly why I try to get the decorative fixture spec nailed down before the electrician starts working, not after.

The same value-over-price logic applies to the rest of the project. I'd rather approve a more expensive chandelier with a documented cleaning process and a spare parts plan than a cheaper one with no support plan. Cheap, in this category, has a way of becoming very expensive.

Step 5: Name the Exact Products and Demand Equivalents That Are Actually Equivalent

Vague specs are the enemy of competitive bidding. When a request says only "LED troffer, 2x4, 4000K," every vendor quotes a different fixture, and the prices look incomparable.

I'm a heavy user of Acuity Brands lighting products because the Acuity portfolio covers both fixtures and controls, which makes procurement simpler. But "Acuity or equivalent" still isn't a spec. Write down the full model number, the driver, the color temperature, the optics, and the control interface. If a vendor offers an equivalent, make them prove it in writing.

We had a project in 2023 where three distributors quoted the same Acuity product list. The spread between the highest and lowest quote was about 22 percent. That's a good outcome, but it only happened because every distributor was pricing the exact same part numbers. When I let vendors interpret the spec themselves, the spread was closer to 50 percent and none of the bids were truly comparable.

Step 6: Itemize the Quote So You Can See Where the Money Goes

A quote that says "lighting package, $24,000" is useless. I ask every vendor to break down their pricing into four buckets: fixtures, controls, electrical labor, and general conditions. If decorative fixtures are involved, they get their own line.

Itemized pricing reveals the hidden corners of a project. For example, an expensive fixture with free shipping can still lose to a cheaper fixture once you calculate the labor difference. Installation labor usually costs the same regardless of which brand you choose, so the product price is only part of the story. That's the entire value-over-price argument: the lowest bid is only the lowest bid if it covers the same scope, the same controls, the same electrical work, and the same commissioning.

As of January 2025, the quotes I've seen for commercial photocontrols and LED retrofit packages vary by region, but the spread between vendors on identical scope has stayed consistently wide. That spread is why I never accept the first number. I get at least three quotes on any project above $5,000.

Step 7: Commission Before You Pay the Final Invoice

The last step on the checklist happens after installation, and it's the one that protects every prior step.

For photocontrols, commissioning means testing the behavior in both conditions, which is hard to do in the middle of the day. Some controls have test modes built in, and I always ask the electrician to demonstrate them. For decorative fixtures, commissioning means checking that the fixture is mechanically secure, properly leveled, and clean before the space is handed back to the building. For any new switch location, it means walking to the switch and confirming that it controls the right lights.

I don't release the final payment until I've seen a one-page commissioning summary. It doesn't need to be elaborate. It just needs to confirm that every fixture type was installed as specified, every control was tested, and every electrical change was inspected. That page has saved me more money than any discount I've ever negotiated.

Common Mistakes I Still See on Purchase Orders

Three mistakes show up over and over. I've made all three myself, which is why I now have this checklist at all.

  • Ordering fixtures before controls. If you pick the fixtures first, you often discover that the controls you want don't fit or don't communicate with the driver. Match them on paper first.
  • Ignoring the disposal cost of old lamps and ballasts. Commercial fixture replacements often generate waste that has to be handled by a licensed recycler. That cost shows up as a surprise if you don't ask for it in the quote.
  • Moving a switch "later." A switch relocation that costs $300 in the original bid can cost $900 as an emergency change order once the schedule slips. Do the wall walk before the bid goes out, not after.

None of these steps are glamorous. But lighting procurement is mostly a discipline problem. Define the scope, name the products, itemize the costs, and don't hand over the final check until the system works the way you asked for it to work. That approach has saved our portfolio far more than chasing the lowest number ever did.
